New Contract Awarded: Construction Support Services for La Chuleta Material Management Area
BB&E is proud to support the U.S. Army Corps of Engineers (USACE) Caribbean District as a subcontractor to RightWay Environmental under a newly awarded contract for Construction Support Services at the La Chuleta Material Management Area (MMA) site in San Juan, Puerto Rico.
Under this award, BB&E and RightWay will deliver construction support services for the administration and operation of the La Chuleta MMA site, which supports the broader Rio Puerto Nuevo flood risk management projects. These projects are part of USACE’s ongoing efforts to reduce flooding and improve resilience across the San Juan metropolitan area.
The Rio Puerto Nuevo/Rio Piedras system serves as the primary drainage network for the San Juan metropolitan area, where frequent and severe flooding impacts thousands of residents and critical infrastructure. USACE is advancing multiple channel improvement projects to mitigate flood risk, which generates substantial volumes of excavated material requiring management.
Due to regulatory limitations on offshore disposal and the lack of nearby upland landfill capacity, the La Chuleta MMA facility plays a critical role in managing clean excavated soils. The site enables efficient material placement, reduces hauling requirements, and supports cost-effective project execution.
BB&E will support the controlled placement of clean soil at the La Chuleta MMA site to maximize capacity—approximately 331,000 cubic yards—while supporting multiple concurrent projects within the Rio Puerto Nuevo system.
USACE is committed to reducing flood risk and protecting communities throughout Puerto Rico through strategic infrastructure investment and responsible project execution. BB&E is honored to support this mission in partnership with RightWay Environmental.
This award reinforces BB&E’s continued commitment to delivering high-quality construction and environmental services in support of critical federal infrastructure projects.
