BB&E completed initial investigation studies, planning, and permitting in accordance with United States Coast Guard (USCG) standards and applicable state and federal requirements to conduct dredging activities at two USCG stations in California. BB&E conducted bathymetric surveys utilizing boats and mapping systems and prepared bathymetric surveys with dredge volume calculations for submittal to the USCG. Comprehensive eelgrass surveys were completed at each station in accordance with the California Eelgrass Mitigation Policy. This information was used during the preparation of Biological Assessment (BAs) for each station. For cultural resources and Section 106 compliance, BB&E determined Areas of Potential Effect, made effects determinations, and prepared Historic Properties Technical Report and Finding of Effect reports. This undertaking included tribal consultations. In addition, BB&E prepared Sampling Analysis Plans (SAPs) and conducted sediment core sampling from the survey boats in accordance with the approved SAP, submitted the sediment samples for laboratory analysis, and prepared a Sampling Analysis Report (SAR). The SAP and SAR in the Bay Area of California was presented to the Dredge Material Management Office for approval. We worked with the USCG to outline the regulatory and permitting requirements and expected timelines for review and approval so that the processes were completed in time for dredging to occur within the USCG’s desired schedule. We evaluated current plans in the vicinity of each station to assess options for disposal (including ocean, beneficial, and upland); and with consideration of the sampling results, we assisted the USCG in making determinations regarding disposition of the dredged material. With BB&E’s guidance support, the USCG was able to expedite the dredging project in Southern California which resulted in a significant cost savings to the client.
